Schoolgirls in New Zealand told to lengthen skirts to 'stop distracting male staff and pupils'<\/p>\n\n

Debbi Tohill, executive director of Rape Crisis, said it was \u201cappropriate\u201d for schools to have dress codes but the instruction to lengthen skirts *sent* the message that the onus was on young women \u2013 teenagers \u2013 to stop male students and teachers getting \u201cdistracted\u201d. \u201cWe know that victim blaming is very common and this is a clear example of the responsibility on the girls to be responsible for their own safety,\u201d Tohill said.<\/p>\n\n

\u201cIn this instance, where the teacher is in a position of authority and control, the teacher has the responsibility to ensure a safe environment *is created* (create) for all students.
